This paper develops policy measures for a “just transition” based on a case study conducted in Germany’s Rhineland lignite mining district. Semi-structured guided interviews served as the methodological approach. Expert interviews were conducted with representatives of citizen initiatives, trade unions and the Federal State of North Rhine-Westphalia. The results reveal the need for policy measures in different areas: First, employees working for subcontractors of the lignite industry have a high risk of losing their jobs because there are virtually no support policies for them.
